Alternative Payment Programs

There are six Alternative Payment Child Care Programs that allow low-income parents to choose from a variety of child care settings, whether it be a child care center, a licensed family child care home, or a home or center that is not required to be licensed. After parents meet eligibility requirements, their children are enrolled in a child care facility of their choice. At the end of an attendance cycle, providers are reimbursed directly by the Tulare County Early Childhood Education Program.

Under the Federal Block Grant Program and the state-funded Alternative Payment Program, families are eligible if the parents are working, participating in a school or training program, or the children have been identifying as being at risk of abuse or neglect.

JTPA Child Care Program serves parents in training who attend a training program funded by the Job Training and Partnership Act.

A newly enlarged part of the alternative payment system are CalWORKs Stage 2 and CalWORKs Stage 3. These two programs are part of Welfare Reform and help parents who are transitioning from welfare to work.

Part of the CalWORKs system is the College of the Sequoias Alternative Payment Program. Community college students who are progressing through CalWORKs are eligible for this program.
